In October 2002, the Consulate General of Peru organized two educational forums in Machida City, Tokyo Province and Hamamatsu City, Shizuoka Prefecture. Many Peruvian people live in these two areas. The Ministry of Education in Peru had requested the events to be organized. School teachers in Peru had told them about the many difficulties many children had when they returned to Peru unable to read and write Spanish. At the end of the forum in Hamamatsu, parents begged Mrs. Matsumoto to open a school for them. She graciously the Lord Consul of Peru and parents request to work as a volunteer. Mrs. Matsumoto then faced many challenges in trying to find a school site; trying to build trust in the school; trying to get official recognition. These hurdles are detailed on the website (Spanish, Japanese).

In January 2004, the International Sector of Hamamatsu City informed her Shizuoka Government would provide a hearing on the recognition process of the school. On 21 January, she went to the Government headquarters of Shizuoka, accompanied by government officials from Hamamatsu City, to appeal for recognition. In March, the Government of Shizuoka announced it would be possible to recognize a school that has no land and building, as long as she got a letter of recommendation by the Municipal Government. Shortly afterwards, she received the Prime Minister's approval for registration of school and also became an officially recognized non-profit organization (NPO). In May 2004, the school applied for recognition as a 'miscellaneous school', and in December it became the first 'Miscellaneous School' in Japan for South American foreigners in Japan.

[PORTUGUÉS]: CEP Mundo de Alegira foi criado para apoiar famílias peruanas e brasileiras no Japão. Ele também proporciona um ambiente mais confortável para as crianças - um que seja livre de bullying. A escola tem um elementar, médio e superior do ensino médio:

[ENGLISH] C.E.P Mundo de Alegira was established to support Peruvian and Brazilian families in Japan. It gives children a safe and comfortable environment to learn in. The school has an elementary, middle and senior high school:

* For children who can speak Spanish, the curriculum is taught in both Japanese and Spanish.
* For children who can speak Portuguese, the curriculum is taught in both Japanese and Portuguese.
